Lillian Rinchiera

At its September 7 meeting, the Board of Education appointed Lillian Gutierrez Rinchiera, Ed.D. as Director of Financial Services, effective November 9, 2023. Rinchiera will oversee the daily operation of the Business Office, including payroll, accounts payable, accounting, and banking, and be responsible for developing financial analyses, participating in the formulation of accounting policies and banking procedures and preparing federal and state reports. In addition, she will assist School Business Administrator Gregory Kern with budget development and audit preparation, staff development and evaluation.

“I look forward to working with Lillan and am excited to have her join our staff,” said Kern.

Rinchiera possesses over 20 years of experience keeping abreast of changing New York State mandates pertaining to student, staff and financial reporting. As Chief Information and Data Privacy Officer in the Suffern Central School District since 2012, she has distinguished herself as a collaborative leader with a proven track record of delivering exceptional results due to her expert knowledge of regulations and compliance mandates, reporting and analysis, and the use of technology to enhance teaching and learning. Prior to SCSD, she served as Chief Information Officer for the Harrison Central School District (2009-2012) and in the South Orangetown Central School District (2000-2008). Before entering public education, she spent 15 years working in the financial technology field.

Rinchiera holds a Bachelor of Arts degree in Political Science, Math and Computer Science from New York University; a Master of Business Administration in Management of Information Systems from NYU Stern School of Business; and, a Doctor of Education in Educational Leadership, Administration and Policy from Fordham University. She earned her New York State School District Business Leader certification from Long Island University.

A lifelong South Orangetown community member, Rinchiera is an alumna (‘79) and mother of three Tappan Zee High School graduates.
