2022 Capital Project Bond Vote & Special Board Election

A Bond Vote and Special Board Election will be held on March 8, 2022, 7:00AM-9:00PM. 

On December 9, our Board of Education unanimously approved the District’s proposed 2022 Capital Improvements Bond to address essential infrastructure for student health, safety and success.

The proposed bond is the culmination of a multi-year, long-range master capital planning effort which has included a district-wide Building Conditions Survey, extensive building-level conversations with staff, meetings with architects and detailed facilities tours and discussions.

To address prioritized needs, the 2022 Capital Improvements Bond project scope includes:

  • District-Wide Classroom Renovations, including new HVAC and control systems, upgrades to lighting, ceilings, flooring, casework and plumbing, additional electrical and data outlets and security enhancements
  • CLE Main Entrance Security Redesign
  • TZHS Auditorium Renovation
  • Development of Outdoor Classrooms (all schools)
  • Creation of Fitness Paths at CLE and SOMS
  • SOMS Upper Grass Field Renovation

The total project budget totals $49,932,000; however, the use of $18,000,000 in existing capital reserve funds will offset costs, resulting in a total bond amount of $31.932,000. It is estimated that the project will result in an additional 1.61% tax levy increase which equates to $128.69 for a home with an assessed value of $200,000.

The District will seek voter approval for the proposed bond on Tuesday, March 8. If approved, the construction would begin in Summer 2023 and be completed by Fall 2027.

In addition to the bond vote, there will be a special Board of Education election to fill the seat vacated by Christine Lee, who relocated. The candidate elected will serve the remainder of Lee’s current term, which ends on June 30, 2023. Information for prospective candidates can be found here.

To be a qualified voter you must be:

  • a US Citizen;
  • at least 18 years old by March 8, 2022;
  • a School District resident for 30 days immediately preceding the vote; and,
  • Registered to vote with the Rockland County Board of Elections OR registered to vote with the School District and having voted in any School District election during the past 4 calendar years.

Eligible voters currently registered to vote with the Rockland County Board of Elections are also eligible to vote.

All other persons who wish to vote must register with the District. Any qualified voter may register to vote during regular school business hours, from 8:00AM to 4:00PM on days when school is in session (September through June) and from 9:00AM to 3:00PM on business days during the summer at the District Clerk’s Office, Administration Building, 160 Van Wyck Road, Blauvelt, by providing proof of District residence.

Absentee Ballots

Absentee ballots are available for residents who will be out of town or unable to vote at the polls due to illness or disability. An absentee ballot application is required to receive an absentee ballot.

The application must be received by the District Clerk no more than thirty (30) days and at least seven (7) days prior to the Special District Meeting (public vote). The completed application must be received by the District Clerk no later than Tuesday, March 1, 2022 if the ballot is to be mailed to the voter or no later than Monday, March 7, 2022 if the ballot will be personally picked up by the voter or the voter’s designated agent set forth in the application, at the office of the District Clerk. No absentee voter’s ballot shall be canvassed unless it shall have been received in the office of the District Clerk of the South Orangetown Central School District not later than 5:00PM (prevailing time) on the day of said Special District Meeting.
